The National Democratic Congress (NDC) has formally communicated to the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, the appointment of the Builsa North Member of Parliament, James Agalga, as the new Majority Leader.
The development follows President John Dramani Mahama’s earlier announcement of Mr. Agalga as the successor to Mahama Ayariga, who is expected to leave the Majority Leadership to take up a new ministerial responsibility.
In a letter dated Monday, August 24, 2026, and signed by NDC General Secretary Fifi Fiavi Kwetey, the party officially notified Speaker Bagbin that Mr. Agalga’s appointment followed consultations between the leadership of the party and the Presidency.
The letter indicated that the appointment takes immediate effect.
Mr. Kwetey said the decision was aimed at ensuring effective leadership and coordination within the NDC Majority Caucus as it carries out its constitutional and parliamentary responsibilities.
He expressed confidence that Mr. Agalga, with the cooperation of the Speaker and Members of Parliament, would provide the leadership required to advance the business of Parliament in the interest of the Republic.
The formal communication comes shortly after Speaker Bagbin raised a procedural concern over the President’s initial announcement of Mr. Agalga as Majority Leader.
Speaking when Parliament reconvened on Monday, August 24, Speaker Bagbin clarified that the President does not have the authority to formally communicate a change in the leadership of a parliamentary caucus to the Speaker.
He explained that under Parliament’s Standing Orders, any change in the leadership of the Majority or Minority Caucus must be formally communicated to the Speaker by the General Secretary of the relevant political party.
According to the Speaker, the prescribed procedure must be completed before a newly appointed Majority Leader can receive the formal recognition and courtesies attached to the position.
Speaker Bagbin further noted that Parliament’s Standing Orders define the Majority Leader as a Member of Parliament designated by the Majority Caucus as its leader in the House.
The NDC’s formal letter to the Speaker therefore addresses the procedural requirement outlined by Mr. Bagbin and places Mr. Agalga’s appointment before Parliament through the appropriate channel.
Mr. Agalga, who represents the Builsa North Constituency, is expected to assume leadership of the NDC Majority Caucus as Mahama Ayariga prepares for his transition from the Majority Leadership to the Executive.
The development effectively sets the stage for a change in leadership of the Majority Caucus, subject to the completion of the relevant parliamentary processes.
